The film opens with an exterior view of the library, a low brick building. The next scene shows Miss Gray, wearing turban hat, walking through the reading area inspecting the stock accompanied by and in conversation with Councillor Lesley Shuter, Mayor of Gillingham, wearing chain of office, followed by Norman Tomlinson, Borough Librarian and Joan Gillanders, Branch Librarian.
The scene changes to Joan Gillanders on the telephone at the issue desk, showing chairs arranged for speeches in the background.
The camera pans to the right, showing interior brickwork, more bookshelves and Margaret Cooper (later Farman), Library Assistant, back to camera, arranging books.
The film closes with the deputy branch librarian arranging books on shelves in the reading area.
